Registration of primary and secondary schools in the country is the function of the respective States ministries of education. The exceptions here are the unity schools under the auspices of the Federal Ministry of Education.
Each respective state has guidelines (generally drawn from the Federal standard) on the required standard and procedure for the registration and approval of a primary and or secondary school in its domain.
While the guidelines differ slightly, they are generally the same as they point to the same issues and direction. Perhaps the States with the best and clearest guidelines are Lagos and Rivers States and the Federal Capital Territory (FCT). In the case of Lagos State the government has gone a step further to set up a website for prospective investors in primary and secondary education such that the required forms can be completed online and sent to the ministry of education in the state. This website is known as www.lagosprivateschools.org. All intending and current proprietors of primary and secondary schools in Lagos State are advised to visit this website or contact them at lagpesp@gmail.com.
In order to set up a primary and secondary school, amongst other things the proprietor should ascertain the following general requirements:
1. A chosen and registered name for the school 2. A specific address for the school 3. Source of funding for the school 4. Qualified and Trained educationist to be one of the promoters 5. Qualified and trained Head Teacher 6. Qualified and well trained Teachers 7. A dedicated set of buildings designed in line with school requirements and not partly used for residential/other commercial purposes 8. A Certificate of Occupancy over the landed property to be used for the school. 9. The number of classes and or streams to run 10. A playground for the students 11. A library 12. An infirmary 13. Other facilities
